1. NAME.
THE SOUTHERN PHOTOGRAPHIC FEDERATION
2. OBJECTS.
To promote co-operation between member clubs and to further the interest of photography through mutual contribution of effort and inter club activities.
3. MEMBERSHIP.
Any camera club shall be eligible for membership
4. MANAGEMENT.
The management of the Federation (except as otherwise be modified by these rules) shall be deputed to a Council consisting of a President, a Vice President, Immediate Past President, a Secretary, a Treasurer, a Competition Secretary, an Exhibition Secretary, a Newsletter Editor, an Assistant Secretary, an Assistant Exhibition Secretary and 3 other members. The above except the Immediate Past President shall be elected annually by a majority vote at the annual general meeting. The Council is empowered to co-opt members to serve. Seven council members shall constitute a quorum.
5. REPRESENTATION.
Member clubs shall be entitled to send two delegates to every meeting and each delegate is entitled to vote, except on matters needing club ratification (determined by Council) in which case each club shall be entitled to one vote only.
6. SUBSCRIPTIONS.
Each member club shall subscribe annually in accordance with a scale, which shall be decided at each Annual General Meeting. The membership shall be calculated as at the last day of each clubs financial year prior to the Federations Annual General meeting when subscriptions shall become due. Clubs whose subscriptions are outstanding on the 31st OCTOBER may only be renewed by payment of a penalty to be determined by Council, plus their annual subscription. The membership of clubs whose subscriptions are outstanding at the time of the December meeting of the Federation shall be deemed to have lapsed.
7. MEETINGS
Meetings shall be normally held four times a year (including the Annual General Meeting) in the months of February, May, September, and December or more as deemed necessary. The dates of the meetings will be published in advance in the Federations Newsletter.
8. ANNUAL GENERAL MEETING.
The Annual General Meeting will be incorporated with the May Meeting.
9. ALERATIONS.
Any proposed alteration to the Constitution must be notified to the Secretary in writing by April 1 st . The motion should be proposed by one club and seconded by another club. The Council may also propose a motion. Amendments can be accepted at the Annual General Meeting.
10. MINUTES.
The Secretary shall be responsible for recording the minutes of Council and Quarterly Meetings. Copies of Quarterly Meetings shall be circulated to club secretaries of all member clubs following each meeting.
11. ACCOUNTS.
A Statement of Income and Expenditure shall be presented at each Annual General meeting., or any Council meeting at the request of Council members, and the Annual Statement shall be subject to an independent audit.
12. PHOTOGRAPHIC WORK.
All Photographic work handled by the Federation will be treated with every care but the Council cannot be held responsible for loss or damage.
13. COPYRIGHT.
The copyright of all photographic work, including the constituent parts thereof submitted for competition or exhibition in connection with the Federation must be owned by the photographer. The Council cannot be held responsible for any breach of copyright in this respect.
