Before meeting started, Audrey Cleverley, Secretary of Woolston CC was presented with the award of APAGB by SPF President, Anne Mahany, in recognition of her long service to her Club.

3. Minutes of Meeting 155 (held 12.9.03). Some Clubs did not appear to be receiving minutes of quarterly meetings, now most are sent e-mail. To be followed up. Minutes approved and signed.

4. Matters Arising. Forms already sent to Clubs in general mailing re judging workshop to be held 14.03.04 at Valley Park. Please encourage people to come along.
F.I.A.P. definition of Monochrome. Midland Counties proposal for PAGB not to accept this was defeated by 17 to 3 votes at PAGB meeting held in Oct. Caveat added that translation from French to English was not good. Revised wording being put forward by PAGB to FIAP will then need ratifying by FIAP, so no change likely for at least a year. PAGB will support new wording for 2004, but individual Federations for their own purposes need not adopt new definition. For Exhibitions with PAGB patronage, new definition applies.

5. President's Report. It had been exciting time during Autumn, with some clubs staging own successful exhibitions. Two Clubs, Ordnance Survey PS and Disabled P.S. represented SPF at PAGB Print Championship in November. Congratulations to OS, as they had won Plate Competition, with Fiona Senior awarded a silver medal for a judge's award. At our own Print Championship in January 2004 these two clubs will need to use all new prints, so chance for other clubs to be first winners of Pat Christiansen Tankard and Plate. All welcome, even if own Club not participating.
Roll of Honour now taking off. Already six nominations. Sec. and President have forms. Nominations can be sent e-mail.
More correspondence being sent e-mail at considerable saving to Fed. As all Council members use this method, any problems can be dealt with speedily.
New venture being promoted by the SPF is an Online Competition. Notice available for all Clubs. Images will be anonymous – numbered only on screen - to be submitted from Jan. to April to Webmaster ( with titles and authors) Floppies/CDs can be sent. The exhibition will be judged by an independent judge on the web. This will give anyone viewing, a gallery of members' images on SPF Website.
The President reminded the meeting of the Judging Workshop to be held in March – there is a shortage of judges because of illness, retirements etc.

6. Treasurer's Report. Current financial situation: Cash - £33.98. Current Account - £366.20. High Int. Deposit Account - £5408.23. PAGB subscription due shortly of £21 per club. Total £1407.
Of 8 Clubs reported at last meeting as not having paid annual subscription, 2 were paid that night, with 3 more subsequently, including penalty of £5. 3 still outstanding. Treasurer requested to name them – they are- Spectrum (there appears to be an oversight here), Guildford - ? have they left SPF and not advised us) and Kennet – always late in paying. N.B. Membership of any Club not having paid SPF sub. by 31st Dec. is deemed to have lapsed. This will have ramifications so far as insurance etc. concerned. Details will be shown on Website.
PAGB Insurance. – paperwork (details just received from PAGB) distributed at meeting to all Clubs. Money MUST be with Treasurer by 15th Jan. 2004, as it has to be with brokers by 31st January. Change in calculating this year's PL insurance – beside level of cover, membership of Club taken into account. Detailed sheets available to every Club – either taken at meeting or sent. Those with small membership will pay less, but high numbers will mean substantial rise.

7. Correspondence. Nothing to report.

8. Competition Secretary - League. In his absence, written report advised that League running fairly well, with second round results now coming in. Council had received a complaint from a club that a competing club had infringed the rules. It was decided in council that the offending prints would loose points in that round and now the matter has been rectified they could go on to the next. and subsequent rounds. The rules are meant to be fair for all and the council will act.
Delay in publishing lists for 2004/5 season as Clubs slow in returning entry forms. I
It was raised by Bournemouth PS that in their league a judge from another Club in same league was used. Advised from Chair that owing to shortage of judges, provided that judge had not seen work previously and own Club's work not involved, it would be in order, with approval of Comp Sec.

Print Championship. David Toft advised 20 Clubs entered – they are now selecting their prints. All welcome to come along on day. Video projection system will be used – work will be seen on a screen while being marked.
The President advised meeting that in Jan. 2005, the SPF would be running a Slide Championship. Because of reduced number of Council officers, Clubs were being asked to run some events. The SPF owned an excellent electronic three judge scoring system - hosting the Slide Championship/Print Championship would be an excellent way in which to learn how system worked if Club needed to use it.

9. Exhibition Secretary's Report. Monochrome prints submitted for SPF Exhibition will be judged under old - not new PAGB rule. We have a new trophy, 'People's Choice', donated jointly by DL Diamond Printing & Mike Burroughs to be awarded to photographer, whose print receives most votes from public during viewing at Library. Help urgently needed to steward Exhibition, as, in previous years Pat Christiansen spent many days there. Library Curator insists that cover is provided on market days – Tuesdays and Saturdays. List available for completion for all days from Sat. 10th to Sat. 31st Jan. (ideally from 10am until 4pm). Volunteers can contact either Bill Flood or Geoff. Kelland (tel. nos. in handbook). Park and Ride scheme available. Slides will be shown by Salisbury , Highcliffe & Infinity , Alton , New Forest, Locksheath & Beaulieu. Other dates available up to early Feb. Posters – A5 size available for display, particularly for more local clubs in shops etc. Bill thanked Leo (and Jack) for help and back up.
Hanging will be on Thursday 8th Jan. from 10am (hammers and pliers needed) Preview and Presentation on Fri. 9th at 7.30pm. Slides will be shown at approx. 8pm as Gallery must be vacated by 9.30. Take down will be on Mon. 2nd Feb. at 10am.
Ernie Fulbrook was thanked for obtaining new trophy at no cost to Federation. Following question from the floor, meeting was advised although suggested size of prints for Exhibition was not obligatory, Curator has asked for this size as he felt that the work would 'hang' better if all of a similar size. The seemingly jumbled appearance of prints with no clear segregation between clubs, now that boards were not being used was also raised. The non-use of boards had been Curator's requirement, measurements given beforehand had not been correct, but was the first Exhibition under new arrangements, so hopefully things would improve.

10. PAGB Exhibition Secretary's Report. Of the 35 slides SPF had been allowed to enter, 12 accepted. We came 4th out of 15 Feds. Anne thanked all those that had sent in so many excellent slides, making selection so much easier this time around. Congratulations to both Keith Polwin (all three of his selected slides were accepted) and Maurice Pugh on winning a Selector's Medal. The work will be shown around the Clubs in January – rota has been published in current Newsletter.

11. Publicity Secretary's Report. In his absence, David Kessel reported he was slowly sorting out publicity. All three pages available in Exhibition catalogue filled, covering printing costs. Would like to have 'Support our Advertisers' board at Library. Curator unlikely to give permission, but enquiries will be made. Suggested invitations to opening be sent and advertisers 'publicised' then. Other revenue avenues being pursued, including next year's Handbook.

12. Newsletter Secretary's Report. One hard copy per Club available at the meeting. The newsletter has taken on a new format – Pat. C. was a hard act to follow. Is it to everyone's liking? If not, please send suggestions for improvement to Trevor. No response to competition introduced last time. It will be dropped if not taken up. If wanting own copy by e-mail, please send e-mail address to him asking for this to be done. It will also be available on the SPF Website. The President mentioned that Newsletter was being used by some Clubs to advertise forthcoming events. She thanked Trevor for his work in producing Newsletter.

13. Handbook Secretary's Report - PAGB Handbook Following many complaints regarding errors, Ernie advised having checked his disc, all information was included and found to be correct as he knew it – not everyone had given him up to date info. as requested. Disc sent in February to meet their deadline – therefore subsequent changes in officials etc. do not appear. Because of numerous errors throughout, amendments to all sections will be issued by PAGB.

SPF Handbook. Numerous errors in compilation, of which about 60% were from incorrect details supplied. A list of amendments will be issued – to be printed over Xmas period. PLEASE advise Ernie immediately, preferably by e-mail – – of any amendments necessary for inclusion.
Anne Mahany thanked him for the considerable work and effort that had gone into producing them.

14. Webmaster's Report. The layout had now been changed, but a site map needs to be included. Some adverts. have been included – at no cost to advertiser. SPF Quarterly Minutes already shown – suggestion made that Agendas for Quarterly meetings could also be shown. Hopefully, images from new competition will be also included.

15. PAGB Executive Member's Report. At October meeting tributes were paid to both Tony Eycott and Joan Wakelin, who recently passed away. Jane Black, Immediate Past President of the PAGB, had received three international awards in recognition of her work for world wide photography.
L & CPU organising a BIG DAY on 20.3.05. Many presentations etc.
PAGB decided not to support Panasonic Lumix competition, due to commercial nature of venture.
Seven APAGB's awarded recently – 6 to Western Counties, seventh to SPF.
PAGB running competition to select our slides for FIAP Biennial. Applications and work to be sent to Ian Platt. Cost of hosting FIAP Biennial high, so PAGB subs. may need to be increased in 2004.
PAGB Handbook amendments being collated. Ian Lyons will ensure they appear on Website.
No Federation was in favour of PAGB Awards weekends being hosted centrally. Idea dropped.
Guidelines are being formulated for Digital Exhibitions, as most patronage bodies insist on Catalogue.
To allow inclusion of mono slides, from next year, PAGB Colour Slide Championship will be known as 'PAGB Inter Club Slide Championship'. Event will be on 10.7.04 at Warwick University.
Lottery grants available for digital projectors. Applications appear to be successful if equipment made available to others. Possibility then of recorded lecture service being put onto CDs in future.

16. Any Other Business Ernie drew attention to GEMS Digital Projection Challenge on 30.1.04. Please support as good response could bring further sponsorship for SPF.
Yateley CC drew attention to unsatisfactory conduct of Nick Scott, having let the Club down over both judging and lecturing. It was decided that matter would be discussed by SPF Council.
The non receipt of e-mail was discussed. Some spam filters could be stopping them. Suggestion made that sender should ask recipient to confirm receipt. Further discussion needed.
